In connection with the transition to the new edition of the International Valuation Standards, the public organization «Pan-Ukrainian Association of Valuation Specialists» (PUAVS) plans to hold an online seminar «International Valuation Standards – 2025», which is credited to appraisers as participation in an event within the framework of advanced training in the field of property valuation «Valuation of real estate (real estate) and rights to them» – 8 academic hours (0.3 ECTS credits), which will be held via video conferencing on the ZOOM platform on February 17, 2026 from 10:00 to 17:00.
For Pan-Ukrainian Association of Valuation Specialists (PUAVS), 2025 was a year of active professional development, analytical work, and deepening the integration of international approaches into national valuation practice. During the year, PUAVS focused on international valuation standards, ethical principles of the profession, practical aspects of valuation activities, and current regulatory changes.
The response from the State Property Fund of Ukraine contains clarifications regarding the need to provide copies of appraiser’s qualification certificates in property valuation reports. The Fund notes that according to the Law of Ukraine «On Valuation of Property, Property Rights and Professional Appraisal Activities» and National Standard №1, such a requirement is not provided. It is sufficient to indicate in the report the details of the appraiser’s valid qualification certificate and the direction of the appraisal. The validity of the certificate can be checked through the State Register of Appraisers on the official website of the Fund. It is also emphasized that providing a copy of the certificate when concluding an appraisal contract is a voluntary decision of the appraiser.

The public organization «Pan-Ukrainian Association of Valuation Specialists» is often approached by appraisers, lawyers and other interested persons with questions about whether the market value of property subject to seizure and which must be alienated under special procedures can be determined. To clarify the question of what value should be determined when there is no essential condition in determining the market value, that each of the parties acts without coercion and there is sufficient time for the exposure of the property on the market, the Association turned to the State Property Fund of Ukraine for clarification.

The position of «Mona Lisa» by Leonardo da Vinci, which is in the Louvre and is not for sale, remains unchanged. But according to experts’ estimates, it could cost about a billion US dollars, or even more. For more than five years, the first step among the most expensive sold paintings has been occupied by another Leonardo masterpiece – «Savior of the World» (Salvator Mundi in Latin). So, let’s start the story with this canvas.
Probably, no top auction of contemporary or post-war art today is complete without works by the American artist Jean-Michel Basquiat (1960-1988). His name in the global art market is synonymous with everything modern, bold and ultra-expensive. «Basquiat» is a brand that both wealthy, sophisticated collectors who buy and subsequently resell the artist's paintings for tens of millions of dollars and young middle-class people who can afford to buy a work on paper or a print are eager to join.

If an estimate has been prepared for the restoration of damaged property, then the amount of damage for the restoration of such property in accordance with the Methodology for determining damage and the amount of damage caused to enterprises, institutions and organizations of all forms of ownership as a result of the destruction and damage to their property in connection with the armed aggression of the Russian Federation, and as well as lost profit from the impossibility or obstacles in the conduct of economic activity, equal to the amount of costs according to the estimate multiplied by the degree of suitability of this property to cause damage.
Let’s consider in ascending order the most expensive works of Pablo Picasso (as of the beginning of 2023), the value of which ranges from more than 50 to 179.4 million dollars. It is interesting that the vast majority of the most expensive paintings by the artist are female images. Monochrome (from the ancient Greek μόνος – one, χρῶμα – color) is an image in tonal gradations (transitions from light to dark) of the same color. By definition, a monochrome image contains only one shade of a particular color. For example, a picture of one cold ultramarine shade of blue is monochrome (such as Yves Klein's paintings, which will be discussed later); but a picture containing different shades of blue (say, both sky blue and blue-green) is no longer considered so.

On June 29-30, 2022, a large-scale and meaningful International conference on valuation activities under the general name: «IVSC-WAVO Global Valuation Conference 2022» was held in Berlin. The organizer of the Conference was the all-German body for the certification of evaluators of the banking sector HypZert with the assistance of the International Valuation Standards Council (IVSC) and the World Association of Valuation Organizations (WAVO). The Conference was held as part of the annual congress of the HypZert organization, which this year was dedicated to the 25th anniversary of its activity.

15 декабря 2021 года (среда) с 11:00 до 13:30 на базе облачной онлайн-платформы Zoom будет проходить Круглый стол «Особенности определения справедливой стоимости активов банков в соответствии с требованиями Международных Стандартов Оценки (МСО-2022)», организованный Ассоциацией Специалистов Оценки с участием ответственных сотрудников Национального банка Украины, Фонда государственного имущества Украины, Фонда гарантирования вкладов физических лиц, представителей государственных банков Украины.
Исходя из потребностей рецензирования отчетов по оценке недвижимости, информация с которых не вносится автоматически в Единую базу отчетов, Ассоциация Специалистов Оценки предложила Фонду государственного имущества включить в состав рецензентов оценщиков – членов Ассоциации, которые смогут осуществлять рецензирование отчетов по оценке для целей налогообложения физических лиц. Это позволит оперативно и на безвозмездной основе осуществлять рецензирование отчетов, выполненных членами Ассоциации Специалистов Оценки.
Совет по Международным Стандартам Оценки сообщил вице-президенту Всеукраинской Ассоциации Специалистов Оценки Валерию Якубовскому об успешном прохождении его кандидатуры установленной номинационной процедуры и утверждении его членом Коллегии Совета МСО по Признанию Членства и Стандартов МСО.
Хозяйственный суд города Киева по результатам нового рассмотрения дела №910/12248/18 по иску Частного предприятия «Ви Ай Пи Департамент» (далее – Истец) к Общественной организации «Всеукраинская Ассоциация Специалистов Оценки» (далее – Ответчик) о защите деловой репутации и взыскании морального вреда, вынес решение от 24.09.2020, в котором полностью отказано в удовлетворении иска и взыскано с Истца в пользу Ответчика судебный сбор за поданные апелляционную и кассационную жалобы. Дополнительным решением Хозяйственного суда города Киева от 22.10.2020 по делу №910/12248/18 также частично удовлетворено заявление Общественной организации «Всеукраинская Ассоциация Специалистов Оценки» о распределении судебных расходов и взыскано с Частного предприятия «Ви Ай Пи Департамент» в пользу Ассоциации затраты на юридическую помощь.
Всеукраинская Ассоциация Специалистов Оценки (Pan-Ukrainian Association of Valuation Specialists – PUAVS) получила статус полноправного члена Совета по Международным Стандартам Оценки (The International Valuation Standards CouncilI – IVSC) как профессиональная организация по стоимостной оценке. В связи с этим 28.09.2020 уже в качестве полноправного члена PUAVS примет участие в работе Консультативного форума IVSC, который объединяет представителей всех 146 членов и спонсорских организаций IVSC.

Анализ информации, размещенной в Едином государственном реестре судебных решений, указывает на то, что в последние годы в нашей стране резко возросло общее количество судебных прецедентов, связанных с отменой решений Экзаменационной комиссии Фонда государственного имущества Украины, направленных на применение мер административного воздействия в отношении отдельных оценщиков за неоднократное грубое нарушение ими нормативно-правовых актов по оценке имущества. Как следствие, отдельные решения Экзаменационной комиссии, даже в особо резонансных случаях, признаются судами противоправными и подлежащими отмене.
24 мая 2017 года в литовском городе Клайпеда состоялся первый этап четвертого Балтийско-Черноморского экономического форума, по результатам которого подписан Меморандум о сотрудничестве между ГП «Херсонский морской торговый порт», ГП «Клайпедский государственный морской порт», ОО «Балтийско-Черноморский экономический форум» и ОО «Всеукраинская Ассоциация Специалистов Оценки».

В четверг 23.02.2017 состоялась запланированная встреча с участием руководителя практики безопасности бизнеса АО «Юскутум» Дениса Овчарова и Председателя общественной организации «Всеукраинская Ассоциация Специалистов Оценки» Степана Максимова. Итогом встречи стало обоюдное решение о расширении сотрудничества и подписание соответствующего Меморандума о сотрудничестве. Проект решения Киевского городского совета «О внесении изменений в Положение об аренде имущества территориальной общины города Киева» предусматривает необходимость обнародования Департаментом коммунальной собственности города Киева или райгосадминистрациями отчетов об оценке коммунального имущества путем внесения их в соответствующую базу данных до даты заключения договора аренды или одновременно с заключением договора аренды.
